Der Rahmenvertrag mit der Europäischen Kommission über "Foresight on Demand (FOD)" zielte darauf ab, das notwendige zukunftsorientierte Wissen für die Vorbereitung der wichtigsten strategischen Programme von Horizone Europe bereitzustellen und verschiedene EU-Institutionen bei der Bewältigung großer künftiger Herausforderungen (z. B. der mittel- bis langfristigen Folgen der COVID-19-Pandemie) zu unterstützen. Zu den AuftraggeberInnen von FOD-Projekten gehörten verschiedene Direktionen und Dienststellen der Europäischen Kommission. Diese Projekte lieferten vielfältige Ansätze zur Beratung und Bereicherung in politischen Entscheidungsprozessen. FOD-Projekte haben dazu beigetragen, eine Vielfalt von politischen Instrumenten und Maßnahmen zu entwickeln, darunter EG-Richtlinien, Sensibilisierungsmaßnahmen, Informationsplattformen, Akteursnetzwerken und weitere Instrumente zur Forschungsförderung. Mehrere kürzlich erschienene Dokumente der Europäischen Kommission haben Handlungsempfehlungen aus den FOD-Projektberichten aufgenommen und vertiefend erörtert. Dies unterstreicht das Potenzial von Foresight-Prozessen, die Wissensbasis für die Politikgestaltung zukunftssicher zu machen und zu stärken und die antizipativen Fähigkeiten und Kapazitäten von politischen Entscheidungsträgern und Gestaltern zu verbreitern. Ein FOD-Projekt sei hier besonders hervorgehoben, nämlich "Foresight towards the 2nd Strategic Plan for Horizon Europe". Es hat speziell dazu beigetragen, den bevorstehenden Strategieplan von Horizon Europe zu untermauern, indem es die globalen und EU-Kontexte für die FTI-Politik der EU sowie disruptive Entwicklungen berücksichtigte, die in diesen – und anderen – Politikbereichen Aufmerksamkeit erfordern.
2024 wurde die erfolgreiche Zusammenarbeit mit der Europäischen Kommission im Foresight-on-Demand Rahmenvertrag für weitere vier Jahre verlängert.
