CapaCITIES is a support action for national and regional authorities to advance their governance structures and strengthen dedicated support for cities to achieve the climate-neutral Cities Mission.
The project is funded under the EU Missions programme of Horizon Europe and coordinates actions across climate neutral city initiatives in Europe in order to exploit synergies between them and align efforts towards the goals of the mission. CapaCITIES bridges the gap between the European Cities Mission and ongoing change processes at the national level. It supports the Cities Mission on the national level by 1) establishing a transnational alliance and learning environment for national public authorities, 2) co-designing and prototyping national change processes and 3) exploiting synergies with the International/European landscape on climate neutral and smart initiatives. This ambitious vision is supported by more than 100 entities in 15 European countries representing national authorities, national ministries, funding agencies and agencies responsible for urban transitions (core countries) and in 6 associated countries (supporting countries).

As the CapaCITIES project contributes to a European environment conducive to urban climate neutrality transitions for national, regional and local authorities, it initiates and strengthens national change processes to establish national networks and governance structures. In order to do fulfill this goal, the project provides dedicated support for public authorities to put enabling conditions and measures for cities in place to achieve the mission. One element of this support is the CapaCITIES Learning Portfolio (coordinated by AIT) – a collection of learning material which resulted from the CapaCITIES project. This portfolio is a living document (frequently being updated) and aims at synthesizing, translating and combining knowledge and outputs into a portfolio of learning materials of and for CapaCITIES. The CapaCITIES learning portfolio compiles the key learnings resulted from the CapaCITIES project and answers to different types of knowledge that actors in the ecosystem need to practice and implement sustainable change in line with the Cities Mission. Consequently, it is structured along six main areas which refer to the core challenges and activities of the CapaCITIES Core Countries, namely (1) multi-level governance and alignment; (2) capacity building and skills; (3) finance and funding; (4) engagement of stakeholders and co-creation; (5) regulation and legislation and (6) monitoring and reporting. The formats of the learning materials range from websites to documents. Additionally, there is a media library collecting the CapaCITIES media resources in a comprehensive overview.   

The CapaCITIES learning portfolio does not only structure and make knowledge gathered within CapaCITIES accessible to its target groups, but also aims at providing this information and support after the project’s lifetime for supporting national authorities in implementing processes and structures for sustainable change and a transition towards climate-neutrality. This project has received funding from the European Union’s Horizon Europe Programme under grant agreement no 101056927
